Donald Ludlow is CPCS's Vice President over the United States and a Principal with the company. He has nearly 20 years of management consulting experience focused on transportation strategy, policy, and operations. He has led and supported consulting engagements in over 40 states, Canada, and Mexico. He is an experienced project manager specializing in innovative and high-profile consulting engagements. His work addresses complex technical and policy issues faced by public agencies and corporate clients as they contemplate capital investments and long-term planning futures. His areas of expertise include strategic planning, market assessment, evaluation of public-private partnerships, estimation of public and private benefits of transportation investments, transportation and land use and feasibility studies. He frequently delivers presentations on transportation issues at national conferences and to the executive leadership of transportation organizations, including the Transportation Research Board (TRB). For the National Center for Operations Excellence, he has served as the Freight Operations Instructor at the annual Operations Academy since 2013. He is former Chair of the TRB Freight Data Committee and Task Force on Big Data in Freight Transportation. He holds a Bachelor of Science Degree from Brigham Young University and a Masters in Community Planning from the University of Maryland. He is a member of the American Institute of Certified Planners. Donald is fluent in Spanish.
