Jocelyn Leclerc is Vice President Francophone Africa at CPCS. At the beginning of his career, he held various positions of responsibility for a world leader in the energy sector; he also has 20 years of consulting experience as a specialist in strategic planning and business transformation, where he focused on highly innovative sectors such as energy, transport and aeronautics. Jocelyn is recognized as a strategic advisor to the public and private sector management teams; in particular, he has conducted benchmarking missions, feasibility analyzes of strategic initiatives, sector development strategies, governance strengthening, organization design, post-transaction integration, technology change management and capacity development. Jocelyn has led teams of professionals supporting missions in several countries on the African continent. He has also worked frequently in Canada, Europe and the United States. He has led a global benchmarking for a leader in the electricity distribution sector, and an analysis of best practices around the world about the governance of public transport; he also led the elaboration of a development strategy for the Quebec aeronautics sector and was appointed by the Québec Minister of Transport as a member of the transition committee for Bill 76, where he was responsible for setting up governance mechanisms and two new organizations resulting from the amalgamation of 15 transportation agencies.
