Nigeria - Transaction Advisory Services for the Public-Private Partnership (PPP) Management of the Warehouse-in-a-Box (WIB) Project, Abuja and Oshodi, Lagos

​The overarching objective of the Warehouse-in-a-Box (WIB) project was to promote more efficient and integrated health sector supply chain management in Nigeria, through the rapid deployment and commissioning of pharmaceutical warehouses in Abuja and Oshodi, Lagos. This was aimed towards streamlining drug distribution in the country to promote sustainable healthcare delivery and best practice warehousing in Nigeria's healthcare industry.

In Nigeria, as part of the PPP development process, the law requires the preparation of an Outline Business Case (OBC) highlighting the technical, legal/regulatory, financial and economic feasibility of the proposed project and presenting PPP options for its implementation. The United States Agency for International Development, through the Partnership for Supply Chain Management (PFSCM), therefore sought the services of an experienced Transaction Advisor to prepare an OBC for the two warehouses.

The project objective was to establish the technical and financial viability of the two facilities as PPP projects. CPCS's core task was to develop a robust OBC, towards the purpose of obtaining approval from the relevant regulatory authorities – the Infrastructure Concession Regulatory Commission (ICRC) and Federal Executive Council (FEC).
